From Rio Vista, and head east on Highway 12. After about a mile or so, you'll see the blue Delta Loop highway sign; turn right. The loop has 10 miles of scenic views, marinas, restaurants, and riverfront hangout spaces. It's a place where time slows down and people can sit back, relax, and enjoy their time on the water.
